Monument Honoring Dr. Ogawa

Shigejiro Ogawa was born in Nagano Prefecture and was engaged in the Osaka Prefecture government upon the request of the Osaka Prefecture Governor. He devoted his efforts into establishing relief for the poor and enhancing welfare. Under Governor Ichizo Hayashi, he built the foundation of the present welfare commissioner system. He passed away at the age of 62. 1863-1925
