Legend has it that, when Nintoku ascended to the Emperorship, Dr. Wani presented this monument together with plum blossoms and 31-syllable “tanka” poems. Dr. Wani was from the Korean Peninsula, and is said to have introduced Chinese characters to Japan and built the foundation for academic learning.
